Musk, Huang lead AI talks at US-Saudi investment forum

Tesla CEO Elon Musk and Nvidia CEO Jensen Huang are set to discuss AI at a US-Saudi Arabia investment forum in Washington on November 19.

The event will feature a conversation on recent developments in AI, including architectures, models, and investments driving the sector.

Saudi Arabia’s minister of communications and information technology, Abdullah Alswaha, will moderate the session.

US export rules cloud Nvidia deals in Saudi Arabia

  •  Musk and Huang sounded upbeat on stage. Nvidia still must clear US rules to ship advanced AI chips to Saudi Arabia. In 2023, Washington expanded controls on A100 and H100 GPUs to parts of the Middle East, without naming countries 1.
  •  There is precedent for carve-outs. The US let the United Arab Emirates use advanced semiconductors for an AI campus via a bilateral AI partnership 2. Huang said Nvidia will send 18,000 GPUs for a 500 megawatt data center with Humain, a Saudi AI infrastructure developer 3. The Bureau of Industry and Security (BIS) widened controls to 44 countries to block diversion to military end users, so gaps in policy matter 4.

Data center builders eye Saudi Arabia’s $70 billion buildout

  •  Contractors see near-term work. Saudi Arabia plans more than $70 billion in data center investment by 2027, with capacity rising from 340 MW to over 2.7 GW by 2029 (power capacity) 5. Neom’s Oxagon, a planned industrial district in the Neom mega-city, targets 1.5 GW 5.
  •  Heat shapes design choices. Projects are testing liquid cooling and immersion, which submerges servers in non-conductive fluids 6. Solar buildouts will need specialized power distribution 6.
  •  Vendors should watch new Requests for Proposals (RFPs) from groups such as Humain, which is building next generation data centers backed by the Public Investment Fund 3. Around 500 MW could go live by late 2025 from Gulf Data Hub, Sahayeb, and Ezditek 5. Early bids improve odds.
