Meta challenges UK online safety fee rules
Meta has filed a judicial review against Britain’s media regulator Ofcom over how fees and potential penalties are calculated under the UK’s Online Safety Act.
Ofcom said the law ties those charges to a provider’s qualifying worldwide revenue.
It set the definition based on its reading of the legislation.
The regulator said Meta is challenging both the fees it must pay and the basis for any future penalties.
The regulator added that it will defend its approach in court.

The financial stakes in Meta’s legal challenge are huge
- The UK’s Online Safety Act allows penalties of up to 10% of a company’s qualifying worldwide revenue (QWR) or 18 million pounds (US$24.5 million), whichever is higher 1.
- Using Meta’s reported US$201 billion in revenue last year, one serious breach could in theory bring a fine of about US$20 billion 1.
- Ofcom also charges annual fees to cover online safety oversight. Its total revenue is set to reach 233 million pounds (US$317 million) this year, with tariffs making up 164 million pounds (US$223 million) 1.
