Indonesia sets risk tiers for digital platforms to protect kids
Indonesia’s Ministry of Communication and Digital Komdigi issued Ministerial Regulation No 9/2026 to classify digital platform risks to children and implement Government Regulation No 17/2025 on child protection.
The rule requires platforms to assess risks such as contact with strangers, exposure to pornography or violence, threats to children’s personal data security, and harms including addiction.
If one or more aspects are assessed as high risk, the platform is classified as high risk; if all are low risk, it is classified as low risk.
The regulation requires electronic system operators or PSEs to state minimum age limits and age ranges, ensure offerings match developmental stages, and bar targeting of children under three.
Minimum age is three years, with bands 3–5, 6–9, 10–12, 13–15, and 16 to under 18.
PSEs must present age information in language easy to understand and in formats accessible to children and parents, notify them of changes, and keep records.
