HK to launch stablecoin licensing in August

Hong Kong will begin its stablecoin licensing regime on August 1, with licenses expected to be issued by year-end.

Christopher Hui, Secretary for Financial Services and the Treasury, said the number of licenses granted will likely remain in the “single digits.”

The framework aims to address real economy challenges, especially in cross-border payments within regions with underdeveloped financial systems.

Stablecoins backed by fiat currencies could help facilitate these transactions and lower costs.

While the regime initially focused on Hong Kong dollar-pegged stablecoins, there is growing interest in offshore yuan-based stablecoins.

JD.com and Ant Group are reportedly seeking approval from China’s central bank.

Hui noted that stablecoins linked to foreign currencies would require coordination with relevant authorities. Regulators will assess risks to exchange rates and broader financial stability.
