Hanoi to make all taxis electric by 2030
Hanoi will replace all gasoline and diesel taxis with green-energy vehicles, including electric taxis, by 2030.
The plan sets phased targets of 63-64% green-energy taxis in 2026 and 68-70% in 2027 before reaching 100% by 2030.
The city said Hanoi has more than 14,300 active taxis, nearly 8,800 of them electric, and that another 13,600 are awaiting replacement by 2030.
After 2030, the city will focus on operational stability for electric and green-energy taxis by improving charging infrastructure, creating designated pickup and drop-off points, and organizing traffic suited to EV operations.

🧠 Food for thought
Implications, context, and why it matters.
One company’s integrated setup shapes Hanoi’s shift to electric taxis
- Much of the change runs through one linked set of companies. Green and Smart Mobility (GSM) runs taxis using only VinFast electric cars and VinFast’s chairman started GSM 1.
- VinFast’s founder Phạm Nhật Vượng created V-Green, a separate firm where he owns 90%, to build charging sites 2.
- V-Green plans 10 trillion VND (about $404 million) for charging across Vietnam over two years, three times VinFast’s first buildout plan 2.
- Hanoi set targets that match what is already happening. Nearly 8,800 of more than 14,300 active taxis are electric, so the 2026 goal of 63–64% is close 3.
Hanoi policy gives VinFast’s network a home-market test
- The policy offers a local example of VinFast’s end-to-end setup, from car manufacturing to mobility services through GSM and charging through V-Green 1.
- VinFast said it aimed to enter at least 50 countries in 2024. V-Green was formed to add chargers as VinFast moves into other markets 2.
- V-Green said it will focus its chargers on VinFast vehicles, and after about five years may open service to other EV makers 2.
- That focus can raise the cost for overseas EV brands seeking taxi and ride-hailing deals in Vietnam’s fast-growing market.
