Google to cut cloud service prices for US government use

Google is reportedly planning to offer major discounts on its cloud services to the US government.

The move aims to help reduce federal spending and may be finalized within weeks.

A US General Services Administration official said Microsoft Azure and Amazon Web Services are expected to offer similar discounts.

Google’s deal may mirror Oracle’s offer, which includes a 75% discount on software licenses and lower cloud service rates through November 2025.

In April 2025, Google agreed to give US federal agencies a 71% discount on its business apps through September 30, 2025, potentially saving up to US$2 billion if adopted government-wide.

🧠 Food for thought

1️⃣ Federal cloud strategy evolution drives competitive discounting

Google’s expected discounts reflect a significant evolution in how the U.S. government procures cloud services compared to its early cloud initiatives.

The government’s approach to cloud has matured dramatically since the 2010 “Cloud First” policy, which initially struggled to gain traction as agencies were unprepared to assess their cloud needs and capabilities1.

This maturation process culminated in the Pentagon’s $9 billion Joint Warfighter Cloud Capability (JWCC) contract in 2022, which deliberately split awards between four major providers—Amazon, Google, Microsoft, and Oracle—replacing a controversial single-vendor approach2.

The current wave of steep discounts represents the next phase in this evolution, as providers compete aggressively for pieces of the growing federal cloud market rather than winner-take-all contracts.

These competitive dynamics benefit federal agencies facing budget constraints while still needing to modernize aging IT infrastructure that increasingly requires cloud capabilities to function effectively.

2️⃣ Cloud providers target rapidly expanding federal market

The substantial discounts from major cloud providers are calculated investments in capturing shares of the government’s rapidly expanding cloud spending.

Federal cloud computing expenditures reached $16.5 billion in FY 2023 and are projected to nearly double to $30.3 billion by FY 2028, creating a massive incentive for providers to secure long-term government contracts even at reduced margins3.
