• CaoCao is betting on full control of the business through what it calls an ‘asset management model’ rather than only talking up future fleet size 1.
• The setup ties together vehicle production with parent company Geely, self-driving technology, and fleet operations 2.
• The effort is already on the road with a 100-vehicle robotaxi fleet in Hangzhou, a city in eastern China 3.
• On April 1, 2026 CaoCao became the first company in Hangzhou cleared for unmanned road tests without safety drivers 4. That approval moved it closer to commercial service 4.

Geely’s entry intensifies the automaker-versus-tech-firm battle

• CaoCao’s 2027 target puts it in a crowded race. Baidu’s Apollo Go, Baidu’s autonomous ride-hailing service, is aiming for more than 3,000 vehicles in 2026. Pony.ai, a self-driving technology company, has the same goal 5.
• Geely is taking a hands-on route by pairing its own auto production with CaoCao’s ride-hailing network and data from 37,000 purpose-built vehicles across 163 cities in China 5.
• That adds to a wider industry question over whether an automaker with tight control can move faster than software-led companies like Waymo, Alphabet’s self-driving car company, or Baidu.
