Minimum-price undertakings still lack details
- The European Commission guidance mentions minimum import prices, and market reporting cites annual shipment volumes in exporter proposals 1. The Commission has not shared floor levels by segment, model, or brand. Automakers, dealers, and investors cannot gauge margins or forecast which models still work in Europe. A minimum-price undertaking is a binding commitment approved by the Commission where an exporter sells at or above a set price.
- The summaries do not say if undertakings cover only fully imported vehicles or also completely knocked down (CKD) and semi knocked down (SKD) kits that ship as parts for local assembly 2. If kits were outside scope, some makers may shift assembly to European plants to avoid the limits.
- Unclear review cycles or penalties create planning risk for Chinese exporters 2. A high floor could push them out of budget segments, while a low one may not shield European makers.
Dealer groups face new pricing rules and tracking work
- Pan-European networks such as Emil Frey (a large European dealership group) and Lithia & Driveway (a U.S.-based dealership consolidator; 181 franchise points; 30 brands; 175,000 cars sold in 2024) may need to track list prices as well as transaction prices across EU states 3.
