China’s tech titans call for policy shift on AI, robot tech
China’s tech leaders urged faster adoption of AI and humanoid robots in proposals ahead of the annual “two sessions,” calling for policy support for industrial use and computing infrastructure.
Proposals came from Lei Jun, founder of Xiaomi; Zhou Hongyi of 360 Security Technology; and He Xiaopeng of Xpeng.
The sessions will focus on the 15th five-year plan for 2026–2030, expected to prioritize building China’s technological capabilities.
Lei Jun called for faster deployment of humanoid robots in smart manufacturing and greater funding for long-term R&D. He also urged faster development of intelligent vehicle standards and stronger talent training for the EV sector.
Other executives called for faster rollout of AI agents and expansion of computing infrastructure to support industrial applications.

🧠 Food for thought
Implications, context, and why it matters.
Humanoid robots are already working on Xiaomi factory lines
- Xiaomi founder and chairman Lei Jun has asked for policy support, while Xiaomi already runs humanoid robot trials at its automobile plants 1.
- The machines handle plant work such as loading self-tapping nuts and moving material bins across the floor 1.
- In testing, robots installed screw nuts on car floors with a 90.2% success rate, with cycle time as fast as 76 seconds per unit 2.
- Lei expects a large number of humanoid robots to work in Xiaomi factories within five years 2.
China’s tech drive runs into hardware limits and crowded markets
- The 15th five-year plan for 20262030 is expected to focus on building China’s tech capacity, including AI, yet hardware constraints still limit training and deployment of advanced systems 3.
- Even with a push for homegrown chips, an analysis found 319 of 321 notable AI models were trained on U.S. hardware, with the U.S. holding about 75% of global AI compute versus China’s 15% 4.
- State-led industrial policy can lead to overcapacity and price wars in subsidised industries, which has been tied to deflation and export reliance and can raise trade tensions when other countries accuse China of flooding markets 3.
- Regulators also flagged limited differentiation among more than 150 domestic humanoid robot developers, with consolidation potentially arriving sooner than in earlier strategic sectors such as electric vehicles 5.
