China’s AI strategy ties industrial scale to state-run infrastructure

• China is building an AI industry, not only funding research. The AI sector tops 6,200 companies with a valuation above 1.2 trillion yuan, signaling a push for economic scale.
• State-backed infrastructure underpins that base. The government work report includes new projects for hyper-scale intelligent computing clusters plus faster rollout of satellite internet, aiming to expand computing power and connectivity nationwide.
• The government also buys and deploys AI to speed uptake. Li Lecheng, minister of industry and information technology, said that by the end of 2025, more than 30% of manufacturing enterprises with annual main business turnover of at least 20 million yuan had adopted AI technologies, creating domestic demand that can move products into the market.

The global AI race is moving from model building to industrial use

• Much of the world has chased ever-larger models, while China leans toward deployment in factories. Li said Chinese companies had released over 300 humanoid robot products, alongside rising AI use in manufacturing.
• Open source adds reach and talent. Li said Chinese-developed AI models are gaining global traction and that China ranked first worldwide in downloads of open-source AI models over the past year, which can grow a developer pool focused on adapting existing tools to industrial needs.
